Ambassador Lecture Series – Maastricht University, 22 September 2025
At the Faculty of Law, we had the pleasure of hosting H.E. Ambassador Carolina Olarte Bácares, Ambassador of Colombia to the Netherlands, who delivered a thought-provoking lecture entitled “Building bridges, dams and locks through the practice of international law.”

This event was convened under the auspices of the Maastricht Centre for Human Rights with the kind assistance of the European Law Students’ Association Maastricht Chapter (ELSA).

Tribunales Federales de La Plata. Aquí se llevaron a cabo los primeros “Juicios por la Verdad” en la República Argentina, entre los años 1997 y 2007. Estos juicios ante la justicia federal en materia penal carecían, curiosamente, de efectos penales, ya que las personas presuntamente responsables de los crímenes contra la humanidad cometidos por la Junta Militar entre 1976 y 1982 no podían ser enjuiciadas debido a ciertas leyes procesales e indultos presidenciales. En otras palabras, estos procedimientos orales fueron concebidos como una estrategia alternativa para que las víctimas de tales crímenes pudieran ejercer su derecho a la verdad. During World War II, more than 400 residents of Maastricht were deported and murdered by the Nazi. Thanks to Struikelsteentjes Maastricht project, you can find the names of those for whom a stumbling stone has been placed in the pavement in front of their house. This one, in memory of Elias Polak -born in 1899 and assassinated at Mauthausen concentration camp on 23 November 1942- can be found in Platielstraat 14, that is, only 100 meters from my office at the Law Faculty of Maastricht University. El informe final de la Comisión Nacional sobre la Desaparición de Personas fue presentado al Presidente de la Repúblíca Argentina Raúl Alfonsín el 20 de septiembre de 1984. Sus revelaciones estremecieron a la nación argentina. En efecto, tal como reza el último párrafo de su prólogo, “Las grandes calamidades son siempre aleccionadoras, y sin duda el más terrible drama que en toda su historia sufrió la Nación durante el período de dictadura militar iniciada en marzo de 1976 servirá para hacernos comprender que únicamente la democracia es capaz de preservar a un pueblo de semejante horror, que sólo ella puede mantener y salvar los sagrados y esenciales derechos de la criatura humana. El Libro del Diario del Juicio fue publicado por Editorial Perfil en 1985, poco después de la conclusión del Juicio a las Juntas Militares llevado a cabo en Argentina. El libro extracta la acusación fiscal, testimonios de testigos y la sentencia, y los hace disponible al público. (Foto y ejemplar del libro pertenecen a Fabián Raimondo)
Documental acerca del Juicio a las Juntas Militares llevado a cabo en Argentina en 1985. Fue realizado por la periodista Magdalena Ruíz Guiñazú en 1999 y distribuido gratuitamente en las universidades y colegios secundarios y terciarios del país. Trabajos periodísticos como aquel de Magdalena sirven para rememorar a las víctimas de violaciones graves de derechos humanos, mantener expuesta la identidad de los responsables penales y reforzar la idea que tales violaciones no se deberían repetir.
